Request for Proposals - global study on extractive contracts and annexes

The Extractive Industries Transparency Initiative (EITI), with the support from USAID, is seeking a competent and credible firm or individual to produce a study that aims to build the capacity of governments and citizens in identifying relevant annexes that they should disclose to ensure comprehensiveness of disclosure of extractive contracts. A consultant will be engaged to write a study identifying the usual types of annexes, riders, addendum, and other documents that MSGs should consider for disclosure to fully adhere with Requirement 2.4 of the EITI Standard.
The consultant must be from a reputable company/one or more individual(s) with a proven reputation, perceived by the EITI International Secretariat to be credible, trustworthy, experienced and technically competent. Proposals should be submitted following the guidelines noted in the attached terms of reference.
A consultant will be selected following a quality- and cost-based selection procedure.
Consultants should submit:
- A Technical Proposal, outlining: (a) the experience of the firm / consultants, (b) the proposed methodology and work plan in response to the Terms of Reference (TORs) and (c) the key experts’ qualifications and competence. The Technical Proposal should not include any financial information. Technical proposals containing material financial information shall be declared non-responsive. When preparing your proposal, we kindly ask you to include a section on potential conflicts of interest. This section should identify any areas of work, including past, present or future consultancies related to the EITI, which might pose a conflict of interest. Please also describe strategies that you intend to use to minimize those risks.
- A Financial Proposal, clearly indicating a lump sum financial proposal, inclusive of all costs associated with required travel and applicable taxes. The financial proposal should clearly differentiate fees from any other reimbursable expenses. The daily rate for the consultant fees should be clearly indicated. The Financial Proposal should be sent as a password protected PDF file. The passwords should not be sent. The passwords will be requested following the assessment of the technical proposals.

Disclosure of potential conflict of interest (if applicable)
1 page per incident
Disclosure of any conflict of interest for both the organisation and each individual involved in the assignment
Consultant’s organization and experience
Description of the background of your organisation relevant to this task, including your organisation’s knowledge, skills and experience with similar tasks. Please include concrete examples of past work related to this assignment.
Comments on the terms of reference
Present and justify any modifications to the Terms of Reference your organisation would like to propose in order to perform the assignment more effectively.
Description of approach and methodology
Describe in detail your proposed approach and methodology
Team composition and task assignments
Please provide a brief description of each team member, affiliation to the organisation and a statement of how team members complement each other to meet the knowledge and skills needs of the assignment.
